Background:

South Carolina has 16 elected prosecutors called solicitors responsible for representing the State in criminal cases brought in their circuit. Most solicitors maintain offices in multiple counties in their circuit staffed with junior prosecutors called assistant solicitors. The cost of operating these offices is paid through a combination of funds appropriated from the legislature and counties, as well as through fees generated by diversion programs such as the pre-trial intervention (PTI) program. PAPR has requested financial records from the Fifth Circuit Solicitor's Office and the counties it serves — Richland and Kershaw counties.
